Internal Regulations of the Moroccan Society of Immunology
NATIONAL
COUNCIL OF ADMINISTRATION
Article 1:
The National Council of Administration (CNA) establishes and proposes
the internal regulations to the general assembly (AG) for Approval.
These regulations are intended to set various points not covered by the
statutes, including those related to the internal administration of the
SMI.
The National
Council of Administration studies the proposed modifications of the
internal regulations. It must ratify decisions taken in this regard.
Article 2:
The National Council of Administration oversees the implementation of
the statutes and regulations. It is responsible for implementing all
measures to ensure the goals of the Association and to safeguard its
material and moral interests.
The National
Council of Administration sets the date and draws up the agenda of
ordinary and extraordinary general assemblies at a meeting held at least
one month before the general assembly.
Article 3:
The National Council of Administration, in accordance with the article
11 of the Statutes, may decide to establish permanent or temporary
committees. It may also review the operation, composition, objectives
and put an end to these committees if it corresponds to the interest of
the SMI. Each committee chaired by a person, must report the progress of
his mission to the CNA, on request.
Article 4:
The National Council of Administration sets annually the rate of
reimbursement of the expenses incurred in the interest of the SMI. This
rate will include the cost of transport, restoration and accommodation.
Article
5:
Decisions of
The National
Council of Administration
are taken by a majority of members present and represented (one member
present cannot uphold more than one delegation). In the event of a tie,
the President will be decisive.
OFFICE
Article 6:
The office prepares the agenda of the National Council of Administration’s
meeting
and informs, at least 15 days in advance, all members of the National
Council of Administration.
Each member of
the CNA may suggest the addition in the agenda of the next meeting a
point that seemed interesting for the SMI.
Article 7:
The office establishes the list of nominees for the renewal of the
outgoing third of the Council. The office proposes members of Honor at
CNA approval.
It designates
delegates of the SMI in Congresses and among various organizations,
where it believes that the society should be represented. It also
provides answers to the needs that the scientific community of Moroccan
immunologists faces.
Article 8
- The President may submit for approval a request to eliminate a member
of the office, who was absent for more than three consecutive meetings
without valid reason. The National Council of Administration would
decide a potential reintegration based on a request
submitted
to the President.
Article 9
- The President may delegate, if necessary, any of its powers to Vice
President, or a member of the office or CAN. In all cases, it is a
special delegation, which can never be permanent.
Article
10 - The office of the SMI meets at least four times a year and
whenever the President deems necessary.
GENERAL
ASSEMBLY AND ELECTIONS
Article
11 -
The General Assembly of the SMI consists of all its members. The
corporate members of the SMI cannot be represented at the meeting by
more than one delegate. The General Assembly meets once a year and
whenever it is convened by the CNA or at the request of at least 60% of
its members. Its agenda is set by the CNA. The General Assembly hears
reports on the management of the CNA, on the financial and moral state
of the SMI. It approves the accounts of the current financial year,
votes on the budget for the following year, deliberates on issues on the
agenda and provides for the renewal of members of the Council.
Article
12 - Each AG must be followed by a report, which should be
distributed to members of the SMI within 15 days.
Article
13 - If necessary, or at the request of half plus one of
registered members, the President may convene an extraordinary general
assembly.
Article
14 - The votes of the AG to give the discharge on the moral and
financial reports are held by secret ballot. The same is true for votes
on calls for sanctions imposed by the NAC. The other votes are held by
show of hands except if the third of the members of the general
assembly.
Article
15: For all of the AG and CNA votes, only one vote by proxy is
accepted for each member present.
Article
16: The renewal of the third of the CNA is held at the AG, which
designates two tellers, non-Council members, responsible for the
counting of votes. The election takes place at the absolute majority of
votes cast. The newly formed Council meets at the latest within 30 days
after the AG to proceed with the election of the office.
CONTRIBUTIONS
Article
17 - The amount of contribution is set each year by the office
and subject to approval by the CNA. It is variable depending on the
status and membership of member (active member, student, public,
private, foreign ...):
From November
2007 to November 2008 the amount is set at 200 dirhams.
For students
and for the same period, the amount of contribution is 50 dirhams.
Article
18 - Members must provide their contribution to the treasurer of
the SMI in order to keep membership status.
Article
19 - Members newly admitted to the SMI must pay the amount of
their contribution no more than a month following their admission.
Article
20 - Any fee paid is forfeited to the SMI and can not be claimed
for any reason whatsoever, including resignation or removal. |
